The government has adopted a new procedure for the export of agricultural products, according to which only exporters included in the GAR or companies that have received a license for such export can export this.
The Cabinet of Ministers adopted new rules for the export of agricultural products under martial law. This was reported by the press service of the Ministry of Agrarian Policy on Wednesday, November 1.
“The new rules should eliminate the possibility of abuse and violation of the law when exporting agricultural products. And also protect the rights of agricultural entrepreneurs who comply with the laws on export,” the message said.
As part of the pilot project, the Ministry of Agrarian Policy, Ministry of Economy, Ministry of Digital Development, Ministry of Finance, State Customs Service and State Tax Service will develop a list of verified agro-industrial entities. complex that will export goods, in particular grains, oilseeds and processed products.
To be included in the list of exporters, an entrepreneur must meet four criteria:

be a VAT payer at the time of filing the export application and on February 23, 2022;

no tax liability on repatriation of foreign currency earnings;

in relation to the entrepreneur, the State Tax Service did not make a statement of absence from the place of legal registration when checking compliance with the monetary law;

the businessman has documentary evidence from the bank where he works that from February 23, 2022 to October 27, 2023, he carried out at least one successful export operation, which resulted in the return of earnings in foreign currency .
To be included in the list of verified exporters, an entrepreneur must:

register in the State Agrarian Register (SAR), if it is not already registered there;

receive a confirmation letter from the bank about a successful export operation;

submit an application to the State Administrative District, where you indicate the VAT payer code and add a scanned copy of the letter from the bank.
The decision on inclusion in the list of exporters will be made within three working days after the application is submitted. Information about agricultural entrepreneurs included in the list of verified entities will be updated daily.
The resolution will take effect 10 days from the date of publication. That is, from November 10th. During that time, customs conducts export clearance according to the standard procedures in effect today.
