More than half of all budget resources will be allocated to the defense and security of Ukraine – 1 trillion 685 billion Hryvnia.
The Cabinet of Ministers approved the draft state budget for 2024 with own revenues of the general fund of the budget of 1 trillion 560 billion UAH and expenses of the general fund of 3 trillion 108 billion UAH. Prime Minister Denis Shmygal announced this on Telegram on Friday, September 15.

According to him, the main emphasis of this project is the defense and security of our state.
“We are directing more than half of all budget resources – 1 trillion 685 billion UAH. This amount is 113 billion UAH more than this year. There will be more weapons and equipment. More drones, ammunition, missiles. Like this year, Every penny of taxes from citizens and businesses will go to support our Security and Defense Forces,” said Shmyhal.
According to him, the second priority is the social sphere. Budget expenditures will reach UAH 469 billion, which is 25 billion more than this year.
Shmygal indicated medicine and education as third priorities. UAH 179 billion is allocated for the education sector, which is 23 billion more than this year. For medicine – 202 billion UAH, which is 24 billion more than the costs in 2023.
The fourth priority is to support veterans. Expenditures under this program will double – from UAH 6.8 billion in 2023 to UAH 14.3 billion next year.
“The fifth priority is the restoration of our economy. No tax increase is expected. The government continues lending programs, the eRobot non-repayable grant program, support for Ukrainian startups. We are also launching new programs for industrial parks, for the implementation of investment projects, to support Ukrainian manufacturers,” – said the head of government.
