Tekhnova LLC is trying to save the 2023-2024 heating season in Chernihiv, despite the criminal inaction of the city authorities.
Realizing the importance of preparing a single property complex for the residents of the city of Chernihiv, the Tekhnova company declared that it is taking all the necessary steps to carry out the repair of the Chernihiv CHPP, because it is the key to warmth and comfort in the home of citizens this winter.
Hydraulic tests are carried out on the main city heating networks. During hydraulic tests, 18 damages have been identified. For their removal and immediate removal, all necessary materials are purchased. Repairs of power equipment of Chernihiv CHPP have also started.
At the same time, we recall that the lease agreement for the unified property complex Chernihiv CHP was terminated on March 31, 2023, and Tekhnova, from March 31, 2023, is waiting for representatives of the Communal Property Fund of the Chernihiv City Council for the official transfer of the CHP. The criminal inaction of Chernihiv city officials became the subject of a criminal case study.
Since the contract has been terminated, the Tekhnova company no longer has the right to use the equipment of the unified property complex Chernihivska TPP, so it does not have the right to generate electricity and heat, including hot water supply. But a situation arose when the responsible officials of Chernihiv refrained from managing the thermal power plant, as stipulated by law.
Repairs and restorations are carried out by Technova at its own expense and continue to incur significant costs. The relevant materials will be transferred to the investigative authorities to recover damages from the perpetrators in the framework of the criminal case and the processes already considered by the courts.
We emphasize: Tekhnova LLC provided the Chernihiv City Council with the full list of repair and restoration work and measures to prepare Chernihiv CHPP for the 2023/2024 heating season, including the calculation of the necessary funds to perform these tasks. So that KP Teplokommunenergo, designated by the Chernihiv City Council as the holder of the balance of the unified property complex of Chernihiv CHPP, receives funds and starts the necessary work.
However, the city council again neglected the preparation of Chernihiv CHPP for the new heating season.
We believe that the perpetrators from the city authorities should not only be responsible for the crime of confiscating their own property, but also have a moral responsibility before the city residents for the criminal inaction, which may include communal Armageddon in the city next winter.
Relevant appeals are sent to the National Security and Defense Council, relevant ministries, and law enforcement agencies.
