On March 16, 2023, the Internet publication Zerkalo Nedeli, written by Yuri Nikolov, published an article entitled: The state coal was sold “left” and “at a discount” while literally surviving thermal power plants.
In this article, the author mentions Euro-Reconstruction LLC as one of the participants in the coal scheme, which is shown in the text and in the figure contained in this article.
LLC Euro-Reconstruction refuted its attitude to participation in the coal schemes indicated in the article, and reported the following.
LLC “Euro-Reconstruction”, an enterprise of the country’s energy industry, which produces heat and electricity, is the main source of electricity in the capital region and the only source of heating and hot water for about 300 thousand consumers , residents of the Dnieper and Darnytsky districts of Kiev. The design fuel for the operation of the station is coal of the anthracite group (grades A, P).
On May 24, 2022, at a meeting chaired by the Prime Minister of Ukraine, in preparation for the autumn-winter season of 2022/23, it was decided to transfer thermal power plants to work on coal of the gas group – grade G .
In order to implement the above decision, LLC “Euro-Reconstruction” in May 2022 began work on the project for the reconstruction of the CHPP – the transfer of all boiler units of the station to the combustion of non-design fuel – coal of gas group (grade G). The project provided for a phased transfer of boilers from the anthracite group to the gas group, which made it possible to partially use the remaining anthracite group coal and organize the purchase of gas group coal. The cost of the project and its implementation is approximately UAH 274 million. no VAT. In 2022, the work was completed for UAH 113 million excluding VAT. The project was implemented without financial support from the state. OOO “Euro-Reconstruction”‘s appeals to banking institutions to attract additional financial resources under martial law remain unsatisfied.
On May 10, 2022, CHPP suspended its work, the coal balance on this date was 76833.24 tons, as evidenced by the reporting data.
According to the preliminary design calculation, the amount of coal residues of the anthracite group exceeded the needs of the CHPP for 2022/2023, in the context of limited funding, it was decided to sell excess coal residues as a resource of funds for the reconstruction project. .
Euro-Reconstruction LLC confirms the sale of anthracite group coal in the amount of 2 thousand tons at the price of UAH 10,666 without VAT – the remnants of the previous heating seasons, and draws attention to the fact that in the period from February 24, 2022 to March 1, 2023, the purchase of coal anthracite group CHP was not realized.

Because the widespread information in the Internet publication “Zerkalo Nedeli” by Yuri Nikolov about LLC “Euro-Reconstruction” lowers the reputation of the enterprise, and the enterprise also considers and considers as discrediting the conduct of business activities , which undermines confidence in the activities of the enterprise, reducing the prestige of consumer services, etc. In case of failure to comply with the legal requirements to refute false information, Euro-Reconstruction LLC will be forced to apply to the court and other competent authorities.
