Supreme decree no. 003-2023-EM, Ministry of Energy and Mines (Minem) has established measures to prevent refining and processing operations hydrocarbons paralyze them
The document provides that licensees in charge of facilities, whether processing or processing hydrocarbons, are in the process of launching, they can operate such facilities for up to 18 months.

It is clarified that during the specified period, the integral activity of these facilities continues uninterruptedly, leaving outside the framework of the functions of Investment Supervision in Energy and mining (osinergmin), limited to the control of obtaining permissions and approving the reports necessary for the use of objects.
Conditions
The Supreme Decree states that in order to be able to operate the aforementioned facilities, the owners in charge of the projects must have the following:
a) Emergency Medical Care Plan, which must be adhered to. The above plan is submitted for the information of the General Directorate of Hydrocarbons of the Ministry of Energy and Mines and the Agency for Supervision of Investments in Energy and Subsoil Use – Osinergmin.
b) an insurance policy, the coverage of which includes, among other things, non-contractual civil liability covering damage to third parties, their property and environmental damage that may arise from the operation of hydrocarbon processing or processing facilities. within the framework of this regulation, to the minimum amount provided for by Ministerial Decree No. 195-2010-MEM/DM.
