The Russian invaders are violating the basic principles of nuclear power plant safety.
The State Nuclear Regulatory Inspectorate of Ukraine (SINRU) banned the operation of power units No. 3, 4, 5, 6 of Zaporozhye NPP due to the impossibility of eliminating identified violations of nuclear and radiation safety requirements. This was reported on the regulator’s website on February 11.

It is indicated that the Zaporozhye NPP industrial site is subject to periodic shelling, and the overhead communication lines with the Ukrainian energy system are damaged.
“In addition, the production areas of the ZNPP, in particular, the information and crisis center, cannot be used for their intended purpose due to the location of the Russian military there, as a result of the occupation, the operating organization does that SE NNEGC Energoatom does not have the proper ability to supply inventory items to the Zaporozhye nuclear power plant,” the statement said.
These facts testify to the violation of the basic principles of ensuring the safety of nuclear power plants as the implementation of a defense-in-depth strategy, ensuring safety culture, and responsibility of the operating organization.
Also, violations of the requirements of the law, norms, rules and standards on nuclear and radiation safety, permits, in particular licenses for the operation of nuclear installations, were established, said of the State Nuclear Regulatory Agency.
“As a result of the occupation of the industrial area by the Russian military, the functioning of the physical protection system of the nuclear installation was not ensured. Due to the work and pressure (psychological and physical) carried out by the invaders who Russian, personnel who have the right to directly control the installation of the reactor are not secured,” the statement added. press service.
In addition, the Russian occupiers are illegally building unidentified structures in the industrial area of the station (on the territory of the Dry Spent Nuclear Fuel Storage Facility and near the reserve diesel power plant of power unit No. 6), which is a violation of the ZNPP documentation project.
As a result, the order of the State Nuclear Regulatory Agency limits the operation of:
-
power unit no. 3 in the state of “stop for repairs”;
-
power unit no. 4 in “cold shutdown” state;
-
power units No. 5 and No. 6 in the “hot shutdown” state, with subsequent transition to “cold shutdown”.
The restrictions will remain in effect until the identified violations are eliminated.
It will be remembered that the operation of units No. 1 and No. 2 of the ZNPP was banned in August 2022. They should be in a “cold stop” state.
Earlier, SIYARU warned that the closure of the ZNPP could lead to an accident similar to the Japanese nuclear power plant Fukushima-1 in 2011.
