The Belarusian authorities hope that the war in Ukraine will end soon, the market will reopen and the factories can operate.
Belarus’s oil refineries are running at half capacity and their warehouses are almost completely filled. Now businesses are trying to save themselves by settling, Euroradio reports citing sources.
It is indicated that oil refining will be one of the most profitable industries in Belarus in 2021 and earned on exports to Europe and Ukraine.
“The sanctions and the position of the Belarusian authorities in the war against Ukraine have deprived Belarus of these markets,” the article said.
According to the source, the load on both businesses is minimal. Thus, Naftan consumes 11 thousand tons of oil per day, and Mozyr Oil Refinery – 14 thousand tons. For Mozyr, this is about 45% of the standard load.
Naftan provides everything in the domestic market. Only petroleum coke in China, but no pipe there to “fuse”. Coke is extracted from fuel oil, which eliminates the accumulation of fuel oil and stops business.
“Fuel oil was exported then, now there is no one to supply it, Russia has enough of its own,” said a source in the People’s Anti-Crisis Administration in Belarus’s oil refining industry.
At the same time, material payments under the collective agreement were cut to employees, and there were no thirteenth salary and quarterly bonuses. People were relocated to areas of those dismissed from unprofitable and idle workshops, the article said.
Mozyr Oil Refinery also works for the domestic market.
“Gasoline 92 is pushed into Russian ports for export, but it is very small. The tanks are full of goods – everything is poured directly into the tanks on wheels,” the source said.
According to a business source, due to the entire warehouses, Mozyr Oil Refinery was forced to carry out repairs.
“No sales. For 45% of the loading, we (Mozyr Oil Refinery – ed.) Just warm the sky. The warehouse is 97% full. So official the repair. To provide the domestic market, 15% of the Ang paglo- load is enough, even for the sowing season.Previously, 33% of our production worked for Ukraine, about 35% more – for Europe.The rest is accordingly.The work is focused on getting money for the country. At the same time, employees of Mozyr Oil Refinery are paid a 100% bonus. It is expected that there will be a quarterly bonus in early May, albeit late.
“Initially, Naftan and Mozyr Oil Refinery pulled the industry to the plus and brought foreign money into the country. Now we have to spend money on maintaining businesses. The problem can only be solved with the help of exports, because the domestic market is very limited, ”explains oil and gas observer Tatyana Manenok.
According to him, there are several options: to sell oil products in Russia or try to sell in Europe under the guise of the Russians.
At the same time, exports to Russia are unlikely – according to him, they have their own oil refining, which is likely to lose price competition Belarusian producers.
At the same time, it is not known how long under such conditions the Belarusian authorities can support the plants.
“Naturally, the Belarusian authorities expect that the war with Ukraine will end soon, the Ukrainian market will reopen and factories can operate. Now it is difficult to predict the future of Belarusian oil refining in the absence of real export markets, ”Manenok concluded.
