The US Congress wants to declare Russia an “aggressor state”. This would allow the President of the country to impose sanctions on any person involved in crimes against Ukraine.
The White House and the US Congress have prepared a bill that would declare Russia an “aggressor state.” This was reported on December 21 by The Hill.
It is noted that the Congress leadership is working on an early consideration of the document against the backdrop of the visit to Washington by the President of Ukraine Volodymyr Zelensky.
Adoption of the bill would give US President Joe Biden new powers to impose sanctions against Russian officials and would be an alternative to recognizing the Russian Federation as a state sponsor of terrorism.
Earlier, the White House stressed that the label of a sponsor of terrorism would isolate Moscow internationally and force the United States to impose costs on countries dealing with the Kremlin. This would tie Washington’s hands in dealing with Moscow in general and hinder any diplomatic efforts aimed at ending the war in Ukraine.
The new document provides that the US president can declare Russia or any other country an “aggressor state” for participating in crimes against Ukraine.
According to The Hill, the initiative drew criticism from lawmakers and public organizations. The proposal has been called ill-conceived, counterproductive and weak.
It will be recalled that on November 23, the European Parliament recognized Russia as a state sponsor of terrorism.
