On December 13, the Verkhovna Rada generally supported a bill that allows to check the military for alcohol and drugs even on vacation and at home. Law No. 8271 “On Amendments to the Criminal Code, the Code of Ukraine on Administrative Offenses and other legislative acts of Ukraine on details of military service under martial law or in a combat situation” has been sent to the President for signature.
“The purpose of the draft law is to harmonize the current legislation between the Criminal Code of Ukraine and the Code of Ukraine on Administrative Offenses in matters of responsibility for offenses that may be committed by military personnel during military service in under martial law or in a combat situation,” the explanatory note said.
The document provides the right to inspect conscripts and reservists during a meeting, as well as military personnel for the state of alcohol, drugs or other intoxication or being under the influence of drugs that reduce attention and speed of reaction of Military representatives. Law Enforcement Service ( Law Enforcement Service (VSP). If a person refuses to be examined on the spot, then he must undergo it in a medical facility. In addition, the law does not provide the possibility to carry witness or the presence of the commander during the inspection.
President Volodymyr Zelensky was asked to veto this law: the corresponding petition was registered today, December 15. At 17:10 on the first day of collecting signatures, the appeal received more than 4,200 votes from 25,000 which is required for consideration.
It was previously reported that the Rada allowed the military to take a 10-day vacation.
