US President Joseph Biden’s administration plans to finalize a contract by February 2023 to implement a three-year initiative to control US military and financial aid to Ukraine. It was reported to the US Embassy in Ukraine, Politico said.
The United States is now trying to track all the aid it gives to Ukraine through an application that runs on blockchain technology. However, in wartime conditions, such control still faces many challenges.

The US plans to create a program called Monitoring, Evaluation and Audit Services for Ukraine Reporting, or MEASURE, to help control aid. It is designed for a three-year period and provides a “presence in (Ukraine) to conduct remote and in-person monitoring of site visits where possible.”
The contract for the implementation of the MEASURE system with an American company is planned to be concluded before February 2023. The US Embassy in Ukraine expressed hope that all aspects of the monitoring strategy will be implemented within six months – until March 2023.
The State Department confirmed in the publication the existence of a plan for the implementation of the MEASURE system. However, they indicated that it is “in the procurement phase, and it is expected that a decision on awarding the contract will be made in February.”
