Infrastructure Minister Alexander Kubrakov resigned.
The Verkhovna Rada plans to unite two ministries – infrastructure and regional policy. The united structure should be headed by Kubrakov. People’s Deputy Yaroslav Zheleznyak wrote about this on November 30.
On November 18, President of Ukraine Volodymyr Zelensky updated the composition of the Headquarters of the Supreme Commander-in-Chief, including Oleksandr Kubrakov.
Before the end of the year, a huge new ministry and another deputy prime minister should appear in the government. According to the plan of the Banking Ministry of Infrastructure, Alexander Kubrakov should be absorbed by the Ministry of Community Development and the Ministry of Reintegration. President Volodymyr Zelensky wants to carry out another reform of the government, but not to repeat the mistakes of 2019.
On November 4, another personnel reshuffle was completed in the government offices. Yuriy Vitrenko was replaced by Oleksiy Chernyshev at NJSC Naftogaz Ukrainy, who for the past two years has served as Minister for the Development of Communities and Territories (Ministry of Regional Development for short).
Chernyshev may become the last minister of community development, because the authorities plan to reorganize the government: to merge infrastructure, community development and reintegration of temporarily occupied territories into one ministry.
The idea of consolidating ministries is not new for the Zelensky authorities. For the first time, former Prime Minister Oleksiy Honcharuk tried to carry out such a reform, when the Ministry of Energy was merged with the Ministry of Ecology, and the Ministry of Agrarian Policy – from the Ministry of Economy.
Then in 2019, the experiment was unsuccessful.
The war and the need to optimize spending on the state apparatus forced Zelensky’s team to return to an unrealized idea.
In July, an investment conference was held in Lugano, Switzerland, at which the team of Prime Minister Denys Shmygal presented a plan for the restoration of Ukraine. It, in particular, provides for the reduction of ministries from 20 to 12-16.
The reformatting of the government, according to the UE, was carried out by Deputy Prime Minister of Digital Transformation Mikhail Fedorov. Fedorov’s project provided for a reduction to 12 ministries. In particular, the Ministry of Community Development, Infrastructure, Territories and Reintegration should be created by eliminating the Ministry of Regional Development and the Ministry of Reintegration.
The new “monster ministry”, or “giant ministry”, as LIGA.net interlocutors call it, should be headed by Kubrakov. Now he is the Minister of Infrastructure, in the event of a “monster” being created, he will receive a Deputy Prime Minister.
In November 2021, President Volodymyr Zelensky admitted that not all officials in his entourage can withstand daily stress, however, there are ministers whose work the head of state is especially pleased with. Zelensky named his favorites during the press marathon “30 questions to the President of Ukraine”.
I don’t have dozens of personnel victories, because even the new incoming people could not withstand the pressure … But I am satisfied with the Minister of Infrastructure Alexander Kubrakov. It was Kubrakov who personified one of Zelensky’s most ambitious projects, the Great Construction.
