Thus, the Conflict Observatory published an independent report detailing numerous cases of unjust detention and kidnapping in the Kherson region, linked to Russian “filtration operations”.
The State Department said such operations must be unconditionally halted and Russian troops withdrawn from all of Ukraine “to end an unnecessary war in which Russia cannot and will not win, no matter how brutally -its tactics are mean and desperate.”
The Conflict Observatory report contains information about more than 220 people who have been victims or witnesses of torture and other cruel, inhuman or degrading treatment, including gender-based violence, by the Russian military and groups supported by Russia.
“Survivors and witnesses identified at least five people who died as a result of ill-treatment while in custody. The report also identified 12 places of detention in the Kherson region and Crimea, and cited a disproportionately high level of reports of ill-treatment of members of the Crimean Tatar community,” the statement said.
The State Department emphasized that this report and others like it only reinforce the determination of the United States and the international community to bring to justice those responsible for war crimes and other atrocities committed in Ukraine.
The United States remains steadfast in supporting the authorities and people of Ukraine in their defense of their country and their freedom, the statement said.
