Developing and island states are asking for financial assistance to cope with the losses already incurred. For the first time, this issue was made a separate item on the negotiating agenda.
At the 27th UN Climate Change Conference on its opening day in Sharm el-Sheikh on November 6, victory was announced on one of the main issues in the negotiations. For the first time, the plenary agreed to make a separate item on the agenda of financial assistance to poor states to overcome the damages and losses that have already occurred due to global climate change.
It shows “a sense of solidarity and empathy for the suffering of victims of climate disasters,” said the conference’s president, Egyptian Foreign Minister Sameh Shukri. At the same time, he stressed that “liability or compensation” is not a subject of negotiation.
Developed countries are afraid of high payments
Within the framework of the UN climate change conferences, special attention is paid to combating the causes of climate change and measures to adapt to global warming. Developed countries have pledged regular financial assistance to developing countries in solving these issues.
At the same time, for many years, developing countries have been paying attention to the fact that the consequences of global warming are already felt for them more than industrialized countries, and need additional financial assistance. .
During the UN negotiations, which have been going on for almost 30 years, the appropriate funding mechanism has not been identified. Fearing commitments to pay exorbitant costs, some developed countries, notably the United States, have blocked negotiations on financial aid in recent years in relation to the damage and losses caused by climate change.
Berlin has pledged support to poor countries
German Foreign Minister Annalena Burbock said on the first day of the UN conference that Germany is ready to help developing countries combat the effects of global climate change. He said that Germany, along with other countries, wants to develop concrete measures to combat global warming.
Burbock said that developing countries “have the right to expect rich countries to show more solidarity, and Germany is ready to show this – both in terms of financing the fight against climate change and in organizing of the damage it causes.”
The 27th UN Climate Change Conference will end on November 18th. Representatives of more than 190 countries are taking part in it.
