The fourth paragraph of the Budapest Memorandum provides: Russia, Great Britain and the United States must respond if Ukraine becomes the victim of an act of aggression or an object of a threat of aggression using nuclear weapons.
These countries, according to the document, should seek immediate action from the UN Security Council to provide assistance to Ukraine as a member of the Treaty on the Non-Proliferation of Nuclear Weapons, which does not possess nuclear weapons.
It will be recalled that Reznikov earlier rejected Shoigu’s accusations of a “dirty bomb” and added that the Russian Federation usually blames others for exactly what it does.
