“The deployment of those mobilized to the hotbeds of the conflict in the Kharkiv or Kherson front lines may indicate that Putin is working directly with commanders on the ground, who are likely to need reinforcements, rather than following the usual military training (which is also required by Russian law. For example, training is mobilized before they are sent to the front line,” analysts said.

ISW emphasizes that in the past the Russian president has repeatedly bypassed the chain of command when making decisions about the course of a “special military operation” in Ukraine, possibly due to a loss of confidence in the Ministry of Defense of the country.

It noted that the Kremlin continued to violate its declared procedures for partial mobilization and contradicted its own reports, admitting systemic failures just eight days after its announcement.

Analysts believe that Belarus is unlikely to directly take part in the war in Ukraine. At the same time, the country may be preparing to receive recently mobilized Russian military personnel.

“Putin continues to use his relationship with the self-proclaimed president of Belarus, Alexander Lukashenko, to deploy Russia’s military potential on Belarusian lands,” ISW concluded.
