It has also been reported that the Russian Federation may announce a ban on leaving the country for conscripted men. The ban could be enforced until the end of September as authorities assess the flow of men leaving the country as “alarming”.
Earlier, the media reported that bills on the accession of occupied territories to the Russian Federation may be submitted to the State Duma on the evening of September 28, and on September 30, Putin may deliver a message to the Federal Assembly.
