Volodymyr Sivkovich was the instigator and organizer of the forced dispersion of students from Maidan Nezalezhnosti in Kyiv on the night of November 30, 2013, the State Bureau of Investigation reported.
Employees of the State Bureau of Investigation completed a special investigation before the trial against the former deputy secretary of the National Security and Defense Council of Ukraine Volodymyr Sivkovich on suspicion of illegally obstructing protests during the Revolution of Dignity. After the defense side gets to know the investigation materials before the trial, the accusation will be sent to the court, reports the press service of the State Bureau of Investigation.
The State Bureau of Investigation emphasizes that the Deputy Secretary of the National Security and Defense Council of Ukraine was the instigator and organizer of the forced dispersal of students from Maidan Nezalezhnosti in Kyiv on the night of November 30, 2013. The investigation found that for this, the former official entered into an agreement with the former head of Kyiv city state administration and influenced the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in his own office.
“He encouraged a law enforcement officer to issue an order to police officers to remove Maidan Nezalezhnosti by force from citizens who exercised their constitutional right to a peaceful assembly. As a result of the enforcement of this clearly criminal order, police officers and soldiers of the internal troops of the Ministry of Internal Affairs of Ukraine caused bodily injuries of varying severity to 85 citizens. More -about 300 participants of the meeting were forced out of the Monument of Freedom and the monument to the founders of Kyiv outside the square along Instytutska, Arkitekto Gorodetsky and Khreshchatyk streets.At the same time, law enforcement officers exceed their official powers, use violence, use special means – such as batons PR-73 and Tomfa, etc. .”, – the service statement of the State Bureau of Investigation.
Sivkovich is suspected of organizing the illegal obstruction of an officer holding rallies and organizing the abuse of power by law enforcement officers using physical violence (part 3 of article 27 , article 340 and part 3 of article 27, part 2 of article 365 of the Criminal Code of Ukraine). On June 10, 2020, he was placed on the international wanted list.
Earlier it was reported that Sivkovich was also involved in the work of the Ukrainian part of the group, which collected and sent information constituting state secrets to representatives of the Russian Federation, and also tried to influence the decisions of personnel in the security agencies of Ukraine.
For cover, Sivkovich created a “political office” in Moscow, whose employees allegedly engaged in social and political activities, but in fact carried out intelligence and subversive activities against Ukraine.
