An indictment was sent to the court against the former Minister of Internal Affairs of Ukraine, his deputy and director of the Material Support Department of the Ministry of Internal Affairs of Ukraine.
The security forces are accused of overstepping their authority by a group of people by prior agreement. They allegedly assisted in the supply and customs clearance of special equipment received from the Russian Federation on January 21 and 24, 2014, to be used against protesters in Kyiv. It was reported on August 5 to the Office of the Prosecutor General.
The investigation established that in January 2014 former officials of the ministry illegally organized and ensured the supply of 13,406 units of Russian-made grenades to Ukraine to arm the staff of employees of internal affairs bodies to prevent the mass protests. These grenades are not included in the list of special means in service with the Ministry of Internal Affairs of Ukraine and did not pass the tests of the Ministry of Health regarding the possibility of their use on people.
The defendants and their subordinates developed draft amendments to the regulations of the Cabinet of Ministers, allowing law enforcement officers to use stun, gas and smoke grenades manufactured in the Russian Federation. On January 22, 2014, such changes to the current law were approved by the government. Subsequently, in April-May 2014, these decisions were declared illegal by the court and canceled.
In addition, based on official documents drawn up by employees of the Department of Public Security of the Ministry of Internal Affairs, in January-February 2014, the former leadership of the Ministry arranged and ensured the release of Russian grenades from warehouses of the Ministry of Internal Affairs of Ukraine to law enforcement officers.
On February 18 and 19, 2014, Russian grenades were used in the central part of the city of Kyiv against protesters, as a result of which 127 people received bodily injuries.
Former law enforcement officials were charged with abuse of power and official authority as part of an organized group, which involved serious consequences, organizing the embezzlement of funds from the Ministry of Internal Affairs of Ukraine especially that at large amounts for their customs clearance.
Currently, at the request of the prosecution, the court decided to transfer some of these grenades, which were not used against the protesters, to the National Police of Ukraine to prevent the military aggression of the Russian Federation.
A special pretrial investigation in criminal proceedings is conducted by investigators from the State Bureau of Investigation.
Earlier, the SBU informed in absentia about the suspicion of treason against the former Ukrainian TV presenter Yuriy Kot, who previously worked for the Inter TV channel. It was noted that in 2013-2014, Cat was the host of the so-called Anti-Maidan in Kiev, after which he moved to live in Russia.
