The German government is now open to “legal justification” options for using Russia’s frozen methods.
Berlin is open for the “new, legal justification” plans for the use of 172 billion euros of Russia’s frozen possessions to support Ukraine military efforts, as provided by the European Commission’s idea. This was announced in a commentary by Politico by Michael Klaus, advisor to German Chancellor Friedrich Merets for European activities.
We are talking about a proposal to transfer the billions of Russian money, now stored in the Belgian depository, Ukraine and replace the eliminated funds with bonds provided by the European Union. Replacing frozen funds with debt receipts, the commission hopes to avoid accusations of illegal confiscation of the owner of the Russian Federation.
“We are open to consider the new, legal fair options for using frozen Russian owners,” the official said.
The publication noted that Berlin is now pressure to other countries, so that they can support this plan on the eve of an informal EU leaders meeting in Copenhagen next Wednesday, October 1.
“It will also be a major topic of discussion at an informal European Council meeting. Ukrainians need money to continue weapons purchases, and there are no many options,” Klaus said.
The media called such a change in Germany’s tactics with a significant turn to the country’s policy, originally against any innovative ideas for the use of Russia’s currency.
On the other hand, German authorities seek to use a “reparation loan” to provide military support to Ukraine, and not restore damaged buildings and infrastructure. The commentary statement was made by three officials who were aware of negotiations.
Most of Russia’s owners are at the Brussels Company Euroclear and are invested in western government bonds, which at the time of payment is cash.
The European Commission offered to use these funds – 172 billion euros – to supply “credit” in Ukraine, leaving 13 billion euros of major unchanged properties.
Keep in mind that two -party groups of senators have introduced a bill that regularly obliged Washington to transfer frozen Russian properties to the United States in Ukraine.
