In the Russian Federation, the lowest business activity in 15 years is the SVR

In September 2025, the number of registered businesses in Russia was reduced to 3.17 million, which has been a minimum indicator since 2010. The said data on September 20 has been published by Ukraine’s Foreign Intelligence Service on the official website.

The tendency to reduce the number of businesses in the Russian Federation has become clear in recent years. In 2023, at the Unified State Register of Legal Entities, there were only 3.29 million companies, and the main cause of autumn was called the hard financial policy of the central bank and the strengthening of fiscal pressure.

As of the first half of 2025, the main rate remained at a high level – 21% per year, which, along with increasing tax control, forced a significant number of businesses to stop activities. According to the SVR, in 2024 the tax in Russia blessed 100 thousand legal creatures, in 2023 – 172 thousand, and in 2022 this indicator exceeded 214 thousand. Intelligence emphasizes that such steps, rather than recovery of the market, contribute to a reduction in competition, reducing jobs and blocking modern development.

In the first instance from the period after the introduction of penalties in 2022, the number of liquid businesses exceeded the number of new creations nearly one and a half times. Especially injured in trade, construction and industrial business.

Despite a slight decrease in the main rate at 17%, there is no noticeable restoration of business activity. The Russian economy gradually collapsed into a massive crisis, which hit the major sectors and removed small and medium business capabilities.
