NABU and SAP completed the investigation of the theft of public funds during the purchase of the Ministry of Defense for the Army. After familiarization with investigative materials, the case is sent to the court.

It was noted that investigators were set – the price of the product of the product was formed taking into account all the names of the catalog and at an average cost – this allowed suppliers to manipulate prices: to overestimate them on managed products and reduce them on small or seasonal.
That is, at first glance, there were no violations, and the price of the kit did not change. Nevertheless, the potatoes supplied by thousands of tons were sold for three years, and the seasonal berries and fruits that were hardly ordered cost a penny, ”said NABU.
It is noted that as a result of such fraud, two supplier companies controlled by one owner illegally received excess profits of more than 733 million million.
Some of these funds were subsequently issued under the guise of dividends and providing financial assistance for related companies. The owner of the companies can spend this money on the purchase of hotels in Croatia and other real estate, ”said NABU.
NABU reports that an official of the Ministry of Defense also participated in the crime, who, having signed contracts, “did not notice” prices for prices in the catalog.
After the information has leaked to the media, criminals reduced prices for 11 of the most popular products. This retained $ 788 million for the budget. During the offer of Nabu and SAP, the Ministry of Defense changed the order of the purchase of products added to Nabu.
Currently among the suspects:
- Former head of the Ministry of Defense of Ukraine;
- the owner of the related suppliers;
- two suppliers’ managers;
- Individuals
Qualification:
- Part 5 of art. 191 Criminal Code (waste);
- Part 2 of art. 15 and part 5 of art. 191 of the Criminal Code (attempts about frostbite);
- Part 3 of art. 209 of the Criminal Code (legalization).
Research materials under other contracts concluded in the specified period, allocated for individual proceedings, the investigation in which it continues, – noted – NABU noted. -Throme, NABU and SAP take measures to create other persons participating in criminal actions, in particular, among officials of the Ministry of Defense.
