This bill:
- clearly defines the concepts of a “humanitarian reaction”, “humanitarian organization” and “an extensive humanitarian organization”;
- It provides liability for improper use of transport, which should serve exclusively for humanitarian tasks.
It is noted that in the context of the combat position, Ukraine receives a significant amount of charitable and humanitarian assistance from internal and international donors, which is aimed at critical needs:
- ensuring the activities of critical infrastructure enterprises;
- Transportation of passengers;
- humanitarian and medical evacuation;
- Measures that directly increase the possibilities of protecting the country.
The main goal of the law is to create legal grounds for the operational support of humanitarian organizations through transport necessary to fulfill their established legislative actions in wartime. The changes made to the legislation are designed to make the import and use of transport more transparent and controlled.
