Since the beginning of the full-scale war in Ukraine, Russian troops are 60 times more likely to hit civilian targets than military targets. The said data was provided by the Center for Counteracting Disinformation under the National Security and Defense Council.

“Contrary to Vladimir Putin’s claims that “the Russian army does not attack any civilian targets,” during the 5 months of the war, Russia attacked civilian targets almost 60 times more often than military. In numbers, it is 17.3 thousand attacks on civilian targets and about 300 – on the military. First of all, the occupiers strike on the civilian infrastructure of cities located along the front line, ” the report said.

As indicated, to date, more than 50% of the entire housing stock of Mariupol, Kharkov, Chernigov, Bucha, Severodonetsk and Lysichansk has been damaged or destroyed. About 3.5 million Ukrainians, or 8% of the country’s population, were displaced.

In addition, more than 830 health facilities, 2,129 educational institutions and more than 530 cultural and artistic facilities were damaged across the country.

The JRC said the “scorched earth” tactic replaced failed plans by the insurgents to penetrate deep into the country and seize decision-making centers.

Earlier, the Center reported that Russia was promoting a “peace plan” to end the war in Ukraine through foreign media.
