It is noteworthy that on July 31, 2025, the amendments to the special Arma law were entered into force, improving the agency’s institutional ability and to expand the control tools of arrested owners.
Reform, in particular, introduces new policies for the choice of the Arma leader to an open competition with the participation of international experts.
Prior to the election of the new leader, according to the results of this competition, the role of the head will be performed by Yaroslav Maksimenko.
Yaroslav Maksimenko has over 20 years of professional experience in the field of law, state asset management, management policy and penalties. Prior to the appointment with the Army, he held the position of the Department of the Department of Policy and the sanctions of the Ukraine Ministry of Economy, fixed the development and implementation of penalty policy, including the Single Assets office. He is one of the main developers and coordinators of the public sector corporation, and also participated in implementing reforms in the field of transparent sale and management of assets (Prozorro, Prozorro. Sale). On August 13, 2025, he was appointed deputy head of the European Integration Arma.
Earlier it was reported that the Ministers’ cabinet fired the head of the national agency for searching and managing assets (ARMA) Elena Duma.
Remember, on July 27, Zelensky signed the European Integration Law in the Arma’s reform. This provides for new requirements for the head of the agency, the method of selecting the participation of international experts, a transparent mechanism for asset management and control over moving properties. Its signing will open 600 million euros from the EU.
