In Russia, the Internet censorship is strengthened. Today, July 22, Duma deputies in the third finals adopted a law that introduces administrative responsibility for “searching for intentionally extremist materials and access to them”, including the use of VPN services.

Responsibility for the search for “extremist” materials was taken on July 14 in the second reading of the bill on “strengthening administrative responsibility for individual crimes in the field of transport and expeditionary activity”.
Thus, after the entry into force of this law, the Russians will be fined from 3 to 5 thousand rubles for the “deliberate search for extremist materials”.
In addition, the distribution of VPN services in Russia will be fined:
- citizens – amounts from 50 to 80 thousand rubles;
- Officials – from 50 to 80 thousand rubles;
- Legal organizations – from 200 to 500 thousand rubles.
The state of the Duma of the Russian Federation also accepted the amendment for recognition under the aggravating circumstances of the crime using VPN services.
It is noted that during the third reading in the Duma, the head of the Ministry of Defense Maksat Shadeev said, who stated that this law “allows to balance: on the one hand, to prevent the further spread of extremist materials, on the other hand, do not decide on blocking large Western platforms.”
In the morning, near the state building of the Duma, a picket took place against this law. The participants in the action, as well as the correspondents who covered it, were detained by the police. The Moscow authorities previously refused to agree on protest near the state of the Duma, referring to the “epidemiological situation.”
The Russian “Federal List of Extremist Materials”, which has been constantly updated by the Ministry of Justice of the country, was filled in 2007, and as of mid -2024 more than 6.5 thousand points were contained.
