The State of Duma will consider the bill in the fall, as the Lower House session ends tomorrow, July 23.
According to the bill, medical commissions, psychological selection and the compulsors of the draft commissions will continue. And sending conscripts to the service site, as usual, will take place in two major periods: from April 1 to July 15 and from October 1 to December 31 – by the President’s President, where the specific parts and the number of recruits are sent. The document also introduces a new obligation for conscripts: If a citizen has lost the right to delay or have not received a call before the army’s shipping period, he or she must be independent of the Military Registration and Enlistment Office within two weeks from the beginning of this period.
As mentioned in the explanatory note, the call is now conducted twice a year and each time includes several stages at the same time: medical examination, psychological selection, the work of the draft commission, as well as the military registration and enlistment office for further shipping unit. The new term, according to the sets, will evenly distribute the loading on draft commissions over the year and increase work efficiency.
If the initiative is approved, the new order will enter the force on January 1, 2026.
