In March 2024, the people under the cover turned to Phillips, who pretended to be as Russian agents named Sasha and Dima. They asked him to save the file in a clean USB carrier, and then hide it inside the parked bicycle on one of the streets of London.

In May 2024, Phillips met with Dima and said he knew the address of the Shapps house, his phone number, as well as the area of storing his private aircraft, because he was home.

Phillips also offered logistics support. In particular, the hotel booked and bought a mobile phone for no foreign intelligence.
