Prosecutors of the Office of the Prosecutor General, together with SBU officers for the operational support of the SBU military counterintelligence, exposed two brothers who, thanks to the message in the main military clinical hospital, installed a mechanism for transferring military personnel from combat units to the rear units.
The prosecutors told them about the suspicion of obstacles to the legitimate activities of the Armed Forces of Ukraine and abuse of influence (part 1 of Article 114-1, part 3 of Article 369–2 of the Criminal Code of Ukraine).
According to the investigation, the suspects were looking for “customers” who, for excessive benefits, provided registration of fictitious medical documentation and made false diagnoses in existing diseases. This gave an occasion for the further transfer of military personnel from combat units to the rear units. Such “services” cost 15 thousand dollars.
Law enforcement officers detained the suspects in receiving part of the unlawful benefit. Currently, the problem of choosing preliminary detention measures is being solved.
Meanwhile, DBR employees completed a preliminary investigation against an organized group in Nikolaev, which issued false medical certificates for evasion. The group included the commander of the platoon of one of the law enforcement agencies, the head of the mobilization department of the Central RTC and JV Nikolaev and the director of the local hospital.
The prosecution was sent to court.
At the end of 2024, a law enforcement officer began to look for people who wanted to avoid a call. In conspiracy with the CCC official and the doctor, they made fictitious diagnoses that allowed “customers” to receive dismissal. The cost of “service” amounted to 8 thousand dollars.
In February 2025, all participants were detained during the transfer of excessive benefits.
A law enforcement officer is currently dismissed, and the TCC employee has been transferred to a military unit.
