As mentioned in the department, Russian Federation’s Deputy Minister of Foreign Affairs Andrei Rudenko has received copies of credentials from the New Afghan Ambassador to Moscow Gul Hassan. According to the Russian ambassador to Kabul, Dmitry Zhirnov, the decision on the recognition was made by Kremlin Vladimir Putin at the suggestion of foreign minister Sergei Lavrov.
Thus, Russia became the first country in the world to officially recognize Islamic Emirate Afghanistan, despite the fact that the Taliban movement until recently was considered terrorist in Russia.
Prior to that, in December 2024, the state of the Duma of the Russian Federation adopted a law that allowed the Taliban from a list of listing, and on April 17, 2025, the Supreme Court of the Russian Federation officially canceled the ban on the activities of this movement in the country.
Earlier, the Russian Ministry of Justice reported to the head of the Kremlin Vladimir Putin that the Taliban movement banned in the Russian Federation could be excluded from the list of illicit organizations.
