Ukraine has decided to withdraw from the ottavsky convention in ban on anti -personnel Mines, which explains this step to the need to protect against Russian aggression. The convention has become inappropriate reality of war, where Russia has widely used forbidden weapons without becoming a party to the agreement. This was stated in the official statement of the Foreign Ministry on Sunday, June 29.
Despite the fact that in 2005, Ukraine approved the convention, not the state participating in the ottavsky Convention, released armed aggression and moreover, in 2022, when Russia began a full invasion of our state’s territory, the use of mass funds created an advantage of aggression for the diligent.
The department emphasized that at the time of signing and ratification, the events were absent and could not be found. As such, Ukraine is in an uneven and unfair situation, limiting its right to self -defense in accordance with Article 51 of the UN Charter.
At the same time, Ukraine is not the only one faced with a difficult choice between fulfilling obligations under the OTTAV convention and the efficiency of protecting their home -town from a harsh aggression, neglecting all international customs.
“The armed invasion of the Russian Federation against Ukraine has forced a number of states – Latvia, Lithuania, Estonia, Poland and Finland – to change their position and make a joint political decision on the ottavsky convention,” the statement reminded.
Thus, due to the unreasonable priority of our state’s defense from Russia’s harsh invasion, our land from work, and people from the terrible Russian cruelty, Ukraine ”has made a difficult but necessary political decision to end the fulfillment of irregular obligations under the ottavian Convention.”
“In the conditions when Russia conducts racial murder to destroy Ukraine as state and Ukrainians as a nation, Ukraine has been forced to give the conditions of the security priority of its citizens and its state defense. It also applies to our state’s participation in international legal documents and mechanisms,” the foreign ministry.
Remember that Vladimir Zelensky signed a command, imposed on the decision of the National Security and Defense Council to remove our state from the Ottavsky Convention – an international treaty.
Earlier, Latvia, Lithuania and Estonia were jointly told by the UN member states of the convention that prohibits anti-personnel mines (Ottavsky Convention).
The OTTAV CONVENTION was adopted in December 1997 in Canada and initiated in 1999. It forbids the use of anti -persononnel mine, obliged to destroy their stocks and cleanse contaminated territories.
The document was signed by 164 countries. Among those who did not join – the USA, Russia, China, India, Israel, Pakistan, North Korea. The Verkhovna Rada of Ukraine approved the convention in 2005.
