President of Ukraine Volodymyr Zelensky appointed a judge of the Constitutional Court by his quota and, thus, unlocked the work of CCU.
The new judge was the OSCE projects in Ukraine Alexander Vodiannikov. Since January 27, there was no quorum in court – the minimum number of judges necessary for the court to make a decision.
Quorum – 12 out of 18 judges for the work of a policeman. There were only 11 years before Vodiannikov, so the court could not consider appeal to people’s deputies, president or other constitutional ideas. Although the advisory group of experts in February handed over to the president a list of candidates for a position.
Vodiannikov is a lawyer with more than 20 years of experience in the field of the rule of law, constitutional and judicial reform, etc. He participates as an expert in parliamentary working groups in the preparation of laws.
The new CCU judge worked in the OSCE structure in Ukraine from 2004 to 2023 in various positions. Thus, in 2022-2023, he worked in the OSCE support program as a senior specialist in a projection in the field of the supremacy of human rights and rights.
