The Ukraine Ministry of Defense began the establishment of financial rewards for military personnel for the implementation and use of innovative development. The appropriate cabinet draft of the Ministers is ready, the Ministry of Defense reported on Wednesday, June 18.
It is noted that the proposed mechanism should be an instrument of a fair assessment of military personnel accomplishments, as well as an incentive for further research and creative search for decisions in the field of defense.
“In war conditions, technological competition with the enemy, we should not only quickly create innovative solutions for the front, but also protect them. That’s why the Ministry of Defense will develop a system of protecting intellectual rights rights,” said Valery Churkin, Deputy Minister of Defense.
According to him, we talk about not only the legal implementation of rights, but also about developing a culture of respect for an intellectual product in the defense sector.
To create a modern and effective system for managing intellectual rights owned by the Ministry of Defense structure, a specialized department was created for intellectual issues.
In addition, the Ministry of Defense began two bills, which Verkhovna Rada has already supported in the first reading.
These documents provide for changes in the Civil Code of Ukraine regarding the distribution of intellectual ownership rights to the objects created by military personnel, and also organize legal relationships related to the creation and use of intellectual rights in the field of defense.
It is expected that the proposed changes will be the basis for developing an integral intellectual management system in the defense department, where the promise of developments created at the state budget cost belongs to the state, and their scandal will receive a fair reward.
