Ukraine has been offering the European Union since 2026 to finance the armed forces, which makes “investment in Europe stability.”
This was declared by the Minister of Finance of Ukraine Sergius Marcheenko at the meeting of the Financial Bloc G7, the press service of the Ministry of Finance.
An increase in protection capabilities is not a political choice, but an urgent need. Today it is necessary to act in order to be strong in 2026, as well as the Press Service of the Ministry of Finance referring to his speech.
It is noted that:
- In 2021, the state budget deficit amounted to 3.8% of GDP. After the beginning of a full -scale war, the economy decreased by almost 30%, and the lack increased to 20% of GDP from a sharp increase in military expenses – from 5% to 30% of GDP;
- Without military expenditures and wartime factors, the budget deficit has a potential for a gradual decrease: from 6.8% of GDP in 2022 to 4.2% in 2023, 0.6% in 2024 and 0.2% in 2025.
Therefore, the war itself is the main reason for economic and financial losses. According to Martenko, the restoration of the economy is possible only thanks to an increase in the protection of Ukraine.
It is shifted that wartime conditions are such that military expenses and needs for military equipment and equipment remain in 2022. Consequently, maintaining international support is important for maintaining macrofinance stability.
We need to create a systematic solution that will allow us to maintain the stability of the economy and protect Europe from the Russian threat, ”the minister emphasized. – One of these decisions may be the integration of Ukrainian military potential into the European security system.
According to him, a strategy that can solve two problems at the same time:
- increase safety in Europe;
- Let Ukraine maintain macro financial stability.
The minister emphasized that today the Ukrainian army provides protection not only of Ukraine, but throughout Europe:
Even when a long world is reached, the key risk to European security from Russia will be maintained. The Ukrainian military has experience, in which there are not many armies in the world involved in a highly solved war against a powerful enemy.
Marchenko noted that the costs of maintaining the Ukrainian armed forces to ensure the security of Europe are a small part of the EU GDP – it can be distributed between countries that are ready to join the initiative and are taken into account when calculating the costs of defense in accordance with NATO obligations.
Given military risks, Europe is already looking for ways to strengthen protection, in particular, by increasing the number of armies. But the creation of such potential will take years and significant resources. The integration of Ukrainian military potential is a practical solution, ”he emphasized.
