The intelligence note that damping payments for the first four months of the year have been reduced by 2.5 times – from $ 1.9 billion to $ 780 million.
Logistics has also become more complicated: a lack of stock rotation and a reduction in the priority of oil transport by the railroad creates a critical load.
As a result, a number of refineries reduce loading, and a further deepening of the crisis can lead to their mass closure.
