The Ukrainian government and representatives of the IMF during consultations in Washington discussed the possibility of a new increase in taxes to increase internal revenues from the state budget in 2026.
Among the initiatives under consideration – a potential increase in the VAT rate, the introduction of a progressive income tax (PIT) and the fight against the shadow economy, writes the Ukrainian version of Forbes, referring to sources.
One of the interlocutors of the publication, who participated in consultations with the IMF, reported a possible increase in VAT. This information was confirmed by two other officials participating in discussions.
In turn, the chairman of the Verkhovna Committee on Finance, Tax and Customs Policy Danilo Getmantev said that he did not believe in the ability of the current convocation of parliament to vote for another large -scale increase in taxes.
Earlier, the tax service spoke about the growth of hryvnia -millionaires in Ukraine by 63% per year.
According to Ruslan Kravchenko, the heads of STS, Ukrainians announced an income of 326 billion UAH for 2024. This is 107 billion more than in 2023.
According to the results of the declaration, citizens independently determined the payment of income tax (Pit) – UAH 8.1 billion and military fees – more than 1.5 billion UAH, Kravinko said.
The largest amounts were declared residents of Kyiv (UAH 156 billion), Dnipropetrovsk (almost 30 billion), the region of Lion (UAH 18.2 billion) and the KIV region (17.5 billion).
More than 17,000 Ukrainians declared more than a million hryvnists. This is 6.6 thousand more than in 2023.
This year, the Declaration campaign showed an increase in the level of tax consciousness of citizens and their understanding of taxes as a social necessity, ”emphasized Kravchenko.
An increase in the number of citizens who have received more than a million hryvnists in previous years.
In particular, in 2023, millionaires amounted to 10.7 thousand to 1200 or 16% more than in 2022, said Verkhovna Rada Chairman from Verkhovna.
It should be noted that at the end of May 2024, the hryvnia to the dollar was 40.5 UAH/dollar, now – 41.7 UAH/dollar. Inflation in Ukraine amounted to 12%last year and, according to NBU, accelerated in January 2025 by 12.9%.
