According to the investigation, Smirnov acquired real estate and mobile property in the amount of more than 17 million UAH, which by 15.7 million UAH exceeds its legal income.

To disguise such actions, he turned to the beneficiary of the company that owned land on the coast and transferred almost $ 6.5 million for the construction of facilities.
Subsequently, the owner of the construction company Igor Chernishov asked Smirnov to help his company rely on investing in order to win the tender, instead, offering to “work” $ 100,000 in building a house in Primorka.
This was a tender for the construction of a sports ground in Artis in the Odessa region (worth 40 million UAH). The winner was a different, cheaper company, but after the intervention, Smirnov’s decision was canceled by the Antimonopoly Committee.
Claims against the winner were absurd: for example, “Lack of a banking phone number” in a certificate of bank information. But this is that AMCU has recognized a sufficient reason to remove the competitor from the auction.
