Ukrainian refugees in Germany. How to find a job?

The ifo institute and Randstad interviewed HR managers of German companies about the job prospects of Ukrainians and found out which industries and companies they expected the most.

In Germany, various industries are experiencing severe shortages of workers, and therefore, after receiving nearly 900 thousand refugees from Ukraine to Germany, where 350,000 are registered in employment centers, the question is very relevant, what are their chances of finding a job-and, accordingly, to what extent can they satisfy the staffing shortage of the German economy. A new survey shows that Ukrainians can count on work, but it’s not just the lack of language knowledge that aggravates it.

The main obstacle to employment in Germany is ignorance of the German language

The survey was conducted in the 2nd quarter of the Munich research economic institute ifo. On assignment from the German branch of the Dutch recruiting company Randstad, he regularly interviews approximately 1,000 human resources managers at German companies from various industries and sizes. In this case, one of the topics is the inclusion of Ukrainian refugees in the German labor market.

As expected, 55.5% of HR managers indicated difficulties in hiring those from Ukraine. Another figure is somewhat surprising: 44.5% do not see any major barriers for employment of Ukrainians.

Of the HR professionals who indicated difficulties, 83% cited lack of knowledge of the German language as the main barrier to employment. Only 6% considered inadequate qualification of applicants as the main problem. The bureaucracy of German government agencies mainly complicates the employment of Ukrainians, according to only 4% of respondents.

The best opportunity for qualified personnel with the desire to stay in Germany

During the survey, however, it emerged that German personnel officials were often concerned about the question of how long refugees from Ukraine would stay in Germany. At the same time, HR managers would rather proceed from the fact that Ukrainians sooner or later want to return to their homeland. And this consideration, in turn, seems to reinforce doubts about the merits of hiring Ukrainian workers.

After all, German companies tend to avoid the transfer of staff, especially qualified personnel. In the context of increasing labor shortages, businesses, as a rule, are not interested in temporary solutions, but in stable labor relations with a long -term outlook.

The Ifo survey showed that qualified workers originating from Ukraine have the best opportunities for employment in Germany. 40% of respondents consider their prospects medium or high, and 47% – insignificant or low. Personnel officers are more skeptical about the prospects of unskilled workers: according to 30%, the chances are moderate or high, from the point of view of 50% they are insignificant or low.

However, the prospects of young Ukrainians, who theoretically could receive vocational training in businesses in Germany within the framework of the German dual system, raise the greatest doubt. Here, 27% see moderate or high potential, while 53% believe it is insignificant or low. It can be assumed that this attitude of HR managers is largely due to language problems, as language knowledge is especially important in the learning process.

Ukrainians are especially welcomed by the industrial enterprises of medium enterprise

According to the survey, easiest to find work in industrial enterprises: in the industrial sector, only 9% of human resources managers do not see the potential for employment of refugees of Ukraine. 14% do not see such potential in trade and services, which is likely due to lack of language knowledge.

The ifo Institute also concluded that the most job opportunities open up for skilled Ukrainian workers in German companies employing between 250 and 499 people. There are many such enterprises in the engineering industry and in general in the manufacturing industry in Germany, the basis of which are not large, but medium -sized enterprises.

However, often such highly specialized companies, which usually work for export, are located in small and medium-sized cities in Germany, while the main flows of refugees from Ukraine mainly went to the largest city ​​of Germany.
