This provision will be applied to the Prime Minister of Russia Mikhail Mishustin and Minister of Foreign Russia Sergei Lavrov.
A special tribunal, which the western countries plan to create for persecution for aggression against Ukraine, will not be judged by the absenta Russian dictator Vladimir Putin until he will remain president of the Russian Federation. Euronews reported that there was a reference to European officials.
It is indicated that this provision will be applied to the Prime Minister of Russia Mikhail Mishustin and Russian Foreign Minister Sergei Lavrov. The judicial persecution of these high officials will only be allowed if the accused is physically present in court, which is unlikely, given that Russia does not recognize the aggression of Ukraine criminal and strongly focused on collaboration with the West.
As an option, an absentee court can only be held after Putin left the president’s post.
Such conditions are placed in the draft agreement, which will ensure the legal basis for creating a special tribunal in the European Council’s framework, a Strasbourg -based human rights organization. This organization is not part of the EU, but the block is actively involved in the process.
The technical work completed in late March during the So -called “Main Group” meeting in Strasbourg, which prepared three separate draft documents: a bilateral agreement between Ukraine and the European council, the charter of a special tribunal and an agreement that determined the procedure for the management of a special tribunal.
The signing should take place at KYIV on May 9, which in conjunction with the European day, although the exact terms depend on politics approved.
According to the publication’s interlocutor, correspondence restrictions on the letter are considered a compromise between countries. After a few months of discussion, this situation became a “resolved business”, with almost no chance to change before the presentation.
“In the end, we are talking about politics and negotiations,” the official said.
After Kyiv signed the agreement, the text was submitted to the vote at the Parliamentary Assembly of the European Council, collected by representatives of 46 countries included in the organization. Russia was excluded from the organization shortly after the start of the war.
For the ratification of the agreement, most of the two-thirds of the vote are required, which is almost guaranteed due to the widespread support of the country’s members.
Some countries that occupy Russia’s friendly positions (such as Hungary and Serbia) may prevent or vote against, even if an individual veto will not be.
It is expected that democratic countries outside the continent, such as Canada, Australia, New Zealand and Japan, will join the initiative, which will increase its legitimacy.
It is reported that the United States, which began rapprochement in Russia, is not likely to participate in it.
“More than 38 states have expressed political support for the creation of the tribunal, as well as the European Union,” a European Council representative in Euronews said.
According to officials, after the ratification of the agreements, the tribunal was based on the Hague – a city with a long -term tradition in the field of international law, in which the International Court (ICJ) and the International Criminal Court (ICC) work.
According to the Telegraph, which refers to the studied resources, the UK aims to support the initiative to create a international tribunal for Vladimir Putin, based on the Nuremberg process model, despite the resistance from US President Donald Trump.
According to the publication, that in May London plans to speak to the European Council with a military-political leadership responsible for the crime of raid against Ukraine.
The publication states that support from Britain is the result of the active lobbying of Philip Sents, director of the Center for International Courts and Tribunals of the University College of London. The tribunal’s idea was also supported by former prime minister from Labor Party Gordon Brown and a number of ex-ministers from the conservative party.
Earlier it was reported that European countries have decided basic parameters for the creation of a special tribunal, which will have the authority to hold political and military leaders of the Russian Federation, which is the highest responsibility for the crime of the invasion.
Remember that in April 2024, 44 countries supported the idea of creating a special tribunal in Russia’s aggression crime and using frozen properties in favor of Ukraine. They signed a political declaration at the conference “restoration of justice for Ukraine”, which took place in The Hague.
