SAP and Nabu reported the impact of the Ministry of Defense on the theft of hundreds of millions of hryvnias.
“NABU and SAP exposed the theft scheme for state funds during the purchase by the Ministry of Defense of Ukraine for the Armed Forces of Ukraine in the context of a full-scale invasion of the Russian Federation,” the NABU reported in a message published by the NABU press.
It is noted that the suspicion has already been reported:
- Former head of the Ministry of Defense;
- owners of related suppliers;
- two suppliers’ managers;
- man.
The actions of persons have qualifications in the framework of the 5th part of art. 191 (scattering), part 2 of art. 15 hours 5 art. 191 (attempt), part 3 art. 209 (legalization) of the Criminal Code.
It is noted that:
- During 2022-2023 The provision of the army was provided when buying sets of SO products called SO. This provided for the ability to order products in the approved catalog, which thought out 409 names. The most used, such as vegetables, flakes, meat, water, made up only 10% of the assortment. The rest, such as spices, gelatin or berries, were ordered from time to time or never;
- The price of the kit was formed taking into account all the names of the catalog and was their average cost. This allowed suppliers to manipulate prices: to overestimate them on running products and reduce them on low -loaded or those that cannot be ordered from the seasonality of the sentence (cherries or apricots in winter).
That is, at first glance, there were no violations, and the price of the kit did not change. Nevertheless, the potatoes supplied by thousands of tons were sold for three years, and the seasonal berries and fruits that were almost not ordered were worth a penny, ”said NABU.
According to the investigation, as a result of such fraud, in August 2022, two supplier companies controlled by one owner illegally received excessive profit worth more than 733 million US dollars. Some of these funds were subsequently issued under the guise of dividends and providing financial assistance for related companies.
The commission of the crime was facilitated by an official of the Ministry of Defense of Ukraine, who during the signing of contracts “did not notice” the price anomalies in the catalog, ”said NABU.
NABU added that after the start of the preliminary investigation in January 2023 and the distribution of relevant information in the media, in particular, the purchase of eggs of 17 points per piece, the equipment accomplices reduced prices for 11 of the most popular products – this prevented the theft of budget funds in the amount of 788 million UAH.
In addition, after the introduction of Nabu and SAP proposals, the Ministry of Defense took appropriate measures to eliminate the causes and conditions of equipment for the product: the purchase procedure has currently changed, some pilot projects have been introduced, ”Nabu said.
