At the same time, as the letter warns, the process of expansion must be “predictable and based on its own merit”, while “bilateral issues that contradict the union’s overall strategic interest should not be used to hinder development, but resolve by an enthusiastic dialogue.
Hungary blocked the onset of negotiations with the first cluster of Ukraine’s entry into the EU, demanding to expand the list of conditions. In particular, Budapest insists on an additional plan to protect national minorities.
