The economy may not get about 3 billion euros if the EU has duties for Ukrainian goods.
In 2022, the EU canceled restrictions on Ukrainian imports. In 2024, the regime was continued without duties, but already with a limitation on a number of goods, such as sugar, bird or honey.
Current measures were completed in June, and there are no official evidence of their continuation. This means that the business does not know whether it will continue to trade with the EU countries without duties, the Center for Economic Strategy (CES) reports.
Taras Kachka, Deputy Minister of Economics of Ukraine, recalled that this issue has exclusively agrarian products between Ukraine and the EU.
And really intrigue – what will happen after the completion of autonomous trading events, regardless of whether they will continue. The European Commission said that they do not need to continue, we will negotiate in accordance with Article 29 of the Association Agreement. Now we are waiting for the EU position, which has not yet been formulated.
Oleksandra Avramenko, Chairman of the Committee on European Integration, Feel (Ukrainian Agrarian Business Club), said that the Ukrainian economy may not get about 3 billion euros if its products are not delivered to the EU market. And the time for diversification of exports in the third market will not be enough.
For us, the worst option would be a return to the trade regime, which operated in 2021. This did not correspond to the real volumes of production and exports from the Ukrainian side, nor the needs of consumers in the EU, ”said Avramenko.

Oleg Nivievsky, assistant professor of the Department of the School of Economics of Kyiv/University Free Berlin, recalled that a few months after 2022, Ukrainian sugar amounted to 50% of the import of the European Union. On average, this share was about 35%.
Nevertheless, this does not mean that we have a harmful European business or breaking the market. On the contrary, our exports helped stabilize prices in the EU, since during this period there was a leak of sugar beets, ”the expert explained.
And this applies not only to sugar. A similar situation was observed in corn, other cereals, chicken and even dairy products. Obviously, export growth indicates a high need for Ukrainian products in the European market.
Therefore, it is logical that the economic factor should play Ukraine in his hand so that it can continue to work in the conditions of a liberal trade regime.
