Against the backdrop of continued mobilization and the issuance of subpoenas to men in public places, the Armed Forces of Ukraine re -explained the procedure for mobilization.
According to the head of the Personnel Department of the Ground Forces Headquarters of the Armed Forces of Ukraine Roman Gorbach, issuing a summons to a citizen of Ukraine in any place not prohibited by law does not mean an instant draft in the army. It is necessary first of all for a person to be able to register in the military.
This was announced on Facebook by Deputy Minister of Defense of Ukraine Anna Malyar with reference to Gorbach’s video explanation.
“In 90% and more, this is not the case. This summons is first of all passed so that the citizen appears at the territorial recruitment center and the head of this center can clarify his military, state credentials. of health, and, perhaps, later, if necessary, call for military service if he meets all the criteria, ”Gorbach explains.
The representative of the Armed Forces of Ukraine also refuted the opinion that subpoenas can serve as a punishment, for example, for violation of traffic rules. Law enforcement officers cannot issue a document guaranteeing a quick call of a citizen – this is possible only after clarifying the data and passing a medical examination.
He added that the summon service is possible in any place where it is not prohibited by law. The heads of the recruitment centers themselves select areas where they are more likely to encounter potential recruits and complete the task of recruiting people in the ranks of the Armed Forces of Ukraine, including the custody of records of those responsible for military service and collection up to date. information about them.
Not only a representative of the recruitment center, but also UTC leaders, employers (heads of organizations) and employees of authorized structures, such as the National Police, can serve on the summons.

Usually military units are staffed according to the principle of territory, depending on the number of people in the regions. First of all, people with the necessary specialty are brought into the army, so there are already many inactive volunteers in Ukraine today.

But if there are no specific specialists in this region, then they can be recruited from others, ”Gorbach explains.
The head of the Personnel Department also stressed that since there are already many citizens in the western region now, they have big plans for the personnel.
“If every citizen understands the responsibility that now rests on all of us, is full of it and fulfills all that the law demands of him, then these summonses do not have to be given to everyone,” Roman Gorbach commented in situation with mobilization. in Ukraine.
He also recalled that mobilization is something that has no voluntary basis, at the legislative level it is military service by conscription. Voluntary service is contract service.
