It is reported that Nabu and SAP expose a large corruption scheme in the field of defense, through which, according to law enforcement agencies, the state has lost 246 million.
We are talking about abuse in the development of an automated system of the Center for Operational Management of the Armed Forces of the Bells, the Nabu press service reported today, February 19.
It is noted that among the suspects:
- former deputy chief of the General Staff of the Armed Forces, General Little General;
- Former main communication of the Armed Forces, Major General;
- Ex-head of the Department of Automation of the General Compounds of the Armed Forces, Colonel;
- The director of the private company is the main contractor of the contract.
Their actions are qualified in accordance with part 5 of art. 191 Criminal Code of Ukraine.

According to the investigation:
- In 2016, the Ministry of Defense entered into a contract for the development of a system with a commercial company that had no experience in creating software;
- Over the four years of development, the technical task was changed 13 times, which made it possible to increase the cost of work by 300 million US dollars;
- Without justification, the number of experimental samples of the system was increased from 4 to 12, which caused additional costs for adjusting the documentation – 115 million.
According to Nabu and SAP, the developed system did not perform a technical task at all: from incompatibility with NATO protocols to the lack of integration with other military systems. Moreover, some of the software are not used at all. According to NABU, due to 200 information and settlement.
It is noted that during the investigation, the detectives and prosecutors faced attempts to prevent the investigation:
- A person involved in a person began to hide key documentation on the financing and development of the project;
- In addition, after the investigation, they accelerated the work and even modernized the system for free, trying to make it more like an original design. However, it is impossible from fundamental errors in the architecture of the Bell system.
NABU noted that, despite the obvious shortcomings at the end of 2022, the bell system was officially adopted by the armed forces.
Then the Minister of Defense Oleksi Reznikov announced the signing of the decision on the automated system of the Center for operational control (SCC “Bell-AS”) on his Facebook page.
And in 2024, instead of eliminating shortcomings or abandoning an ineffective solution, the “bell” planned to allocate additional funding. This may indicate attempts not only to hide the previous abuses of corruption, but also to continue them, ”said NABU.
