During the three years of war, western donors gave Ukraine € 267 billion, of which the military was about half. Despite the stable financing stream, the overall support level remains low compared to the economic capabilities of the donors. This is stated in a new report by the Ukrain Support Tracker, prepared by the Kil Institute of the World Economy.
According to the study, since February 2022, Ukraine has received nearly € 80 billion annually, while European countries have become the main donor.
In general, Europe has sent € 62 billion in military assistance, while the United States is € 64 billion.
Those who have set reports note that the deposits of western countries that support Ukraine are not small. For example, Germany, Great Britain and the United States sent less than 0.2% of its GDP to rescue, and France, Italy and Spain – only 0.1%.
The study indicates a change in military aid structure. If at the beginning of the war more than 90% of weapons came from national arsenals, now most military support is new orders in the industry. In 2023-2024, more than 60% of weapons for Ukraine were obtained directly from manufacturers.
This is especially noteworthy in Germany, where about 75% of military assistance develops new contracts. In the USA, this figure is 48%, in the UK – 22%.
Analysts foretold that in the event of Donald Trump’s success in the US election, US support can significantly reduce Ukraine and Europe will need to take great responsibility.
European countries gradually improve the coordination of weapon supply for Ukraine. The greatest multilateral initiative is the International Support Fund for Ukraine (IFU), which combines financing from various countries. Its total budget is € 1.6 billion.
In addition, other initiatives operate, in particular, the Czech ammunition coalition and a comprehensive NATO assistance package for Ukraine.
“The Russian war against Ukraine is becoming a war of resources and the manufacture of weapons,” the researchers said.
They note that for effective support in Ukraine, it is necessary to expand defense labor capabilities, especially in Europe.
