The Reform Party is said to have reigned as a minority government since Kallas ousted its junior coalition partner, the Center Party, more than a month ago.

Last week it was announced that the three parties to the new coalition would each receive five ministries under the new coalition agreement. He will have 56 seats in the 101-seat Riigikogu.
