When Russia decided to transfer its tanks across the borders of Ukraine, violating the UN statute, it committed one of the most serious violations: a crime of aggression. Now justice comes. We took the first step towards the creation of a commission on claims with the participation of the EU. This new body will determine the claims registered in the register of losses, ”said the President of the European Commission Ursula von der Lien.
After the start of work, the tribunal will have the right to attract Russian political and military leaders who are most responsible for the crime of aggression. Today’s meeting is a breakthrough in a constant process aimed at ensuring responsibility for the crime of aggression against Ukraine, as well as support for the international criminal justice system.
The European Commission also recommended the EU Council to take part in the official negotiations on the creation of the International Commission for the Resolution of Ukraine. This commission will be liable for consideration, assessment and decision -making regarding compensation for damage caused by Russia.

The commission will rely on the operation of the loss register that serves to account for losses, losses or injuries caused by aggression of the Russian Federation against Ukraine.
Later, a special tribunal will be created by agreement between the Government of Ukraine and the Council of Europe. He will have jurisdiction from Ukraine. The Council of Europe will be responsible for the procedure for adopting projects of legal documents necessary to create a special tribunal and their subsequent signing.
As for the claim on the claim, the first round of negotiations on the international instrument will begin at the end of March 2025.
