EU sanctions imply a ban on the transport of sanctioned goods only by road. At the same time, rail transport is permitted subject to the necessary control. On Wednesday, July 13, the European Commission presented the corresponding explanations of the situation in Kaliningrad transit.
The document confirms that the transit of authorized goods by road with Russian operators is not allowed in accordance with EU measures. There is no such prohibition for rail transport, without prejudice to the obligation of Member States to exercise effective control.
“Member States should evaluate whether transit volumes have remained within historical averages over the past three years, in particular reflecting the real demand for essential goods at the destination, and that there are no unusual flows or trade patterns that could lead to The transit of authorized military and The dual equipment and technology is strictly prohibited in any case – regardless of the mode of transport, “the EC explained.
The document also stressed the importance of monitoring bilateral trade flows between the Russian Federation and the Kaliningrad region to ensure that sanctioned goods do not enter EU customs territory.
“Member states are responsible for the implementation of sanctions. To ensure their most effective and consistent implementation, the commission regularly provides administrative recommendations,” the EC said.
At the same time, the EC stressed that they are not negotiating with Russia to unblock Kaliningrad transit.
Lithuania had previously reportedly blocked the transit of almost half of the goods by rail to the Kaliningrad region of the Russian Federation. Soon, Lithuania extended restrictions on the transportation of sanctioned goods in the Kaliningrad region not only by rail, but also by road freight transit. Authorities also rejected the EU’s attempt to reduce restrictions on exports of goods from the Russian Federation.
