Ceasefire monitoring can be carried out not only by European troops, but also by soldiers from other countries, particularly from the Global South.
The head of the EU Military Committee, General Robert Briger, believes that a ceasefire in Ukraine can be followed by a mission under the mandate of the UN consisting not only of Europeans, but also of soldiers from other countries, especially, the Global South. He said this in an interview with Welt.
“There could be a mission mandated by the UN that would include not only Europeans, but also soldiers from the global south or, for example, the Caucasus. EU soldiers would certainly make a significant contribution ,” Briger said.
He believes that EU member states can also, depending on a political decision, provide significant forces to monitor the ceasefire. However, monitoring the demilitarized zone along the front would certainly require a military presence “in the high five-digit range.”
As for whether the military should have guns, Briger said it should be a political decision. From the military’s point of view, he said, if a return to conflict is to be avoided and the cease-fire to be effective, an executive mission must be created and the soldiers given a strong mandate.
“This means that they will also have the right to implement a ceasefire with the use of weapons and air support. At the moment, this all seems very theoretical, but such a scenario can be implemented,” the general said.
The military leader called Donald Trump’s plan to quickly end the war in Ukraine by “freezing” the front line “unlikely.”
“Such a solution is unlikely. In short, it will help end the deaths. The disadvantage, however, is that the conflict will continue and, in the worst case, will continue for decades; for example, as between the North and South Korea,” he told Briger.
At the same time, he remembered the words of the former US Chief of Staff Mark Milley, who said in 2023 – Ukraine cannot fully win this war with the resources it has. The return of lost territories will require a significantly larger deployment of forces than Ukraine has at its disposal. It is now important that Ukraine takes the strongest possible negotiating position ahead of possible ceasefire negotiations, the Head of the EU Military Committee said.
Briger also proposed stationing European troops in Greenland. In his opinion, this would be a strong signal and could contribute to stability in the region.
