Ukrainian President Volodymyr Zelensky confirmed that the United States has not stopped military aid to Ukraine.
I know there are some restrictions on 90 days of humanitarian programs. I know there are a large number of institutions around the world that have supported the US government. I can only say what Ukraine can do. “I am focused on military assistance – it has not stopped,” the president said during a press conference with the President of Moldova.
The day before, Politico wrote that the US State Department had suspended all international aid programs and it “appears to include military support for Ukraine.” However, major military assistance programs are currently operating unchanged.
Voice of America journalist Ostap Yarish explained what we are talking about:
According to sources, FMF has been put on pause. But last year it was budgeted for $1.6 billion, and those funds were exhausted in May.
The Pentagon noted that the planned supply of weapons from US stockpiles under the CPC program and weapons production contracts under the USAI program, graced by the Baiden administration, are not yet disturbed by the pause.
So technically, yes, the State Department order relates to the FMF military support program. But in fact, there are two main programs PDA and USAI that are still producing and supplying weapons to Ukraine, for a moment they remain unchanged, writes Ostap Yarish.
In theory, planned arms shipments could be stopped in the future, but this requires a separate procedure, Yarish says. About $4 billion remained from Biden’s PDA, but the announcement of new military aid packages will depend on the Trump administration.
At the same time, the pause from the State Department is affecting non-military programs. Yes, USAID also has programs to support energy, infrastructure, medical care, education and others. It is currently unclear what these programs will be next.
There are changes to the Ukrainian refugee programs, including United for Ukraine (U4U) – the US Department of Homeland Security is putting it on pause. Applications for shelter under this program have not yet been reviewed.
