Vladimir Zelensky presented an internal sustainability plan to the Verkhovna Rada. It consists of 10 points:

People’s deputies write on their social networks that most of the points will still be finalized, and they plan to present the entire plan with applications in December. During his speech, the president rejected rumors about elections before the end of the war and said that there are no plans to lower the mobilization age in Ukraine.
“Ukraine first needs a fair world, and then Ukrainians will hold fair elections,” the president said.
The president’s speech lasted 1.5 hours, wrote people’s deputy Yaroslav Zheleznyak.
According to MP Irina Gerashchenko, Zelensky spoke a lot about the “1000th day of war” and “unity.”
A lot of pathos, promises and words. But it is not clear what the plan is… There was criticism of partners, unrealistic assessments of the state of the Ukrainian military-industrial complex and the provision of the army, in particular with drones. One more observation. There was applause, but no ovation… This was Zelensky’s most disastrous speech, too divorced from reality. With promises to put frames at the entrance to every school and create a “Cultural Ramstein”. Some kind of unique ability to devalue and erase words,” Gerashchenko wrote.

The sustainability plan will be further detailed with the participation of civil society, business, the cultural environment, and experts.
Front
Changing approaches to management in the army. A Military Ombudsman should be created. The Ministry of Defense and the military command must introduce a new system of contracts for citizens who have not reached the age of mobilization. Our state is not preparing to lower the mobilization age.
Weapon
Drones compensate for the lack of artillery in the army. Next year, Ukraine will produce at least 30 thousand long-range drones. Crews need more of their own funds, and we will increase direct funds for crews. This year we fired more than 2.5 million shots. We made “long Neptunes”. And there are already first defeats. I set the task of making 3 thousand cruise missiles. A Technology Rate will be created.
Deregulation
Reducing the share of GDP redistribution. Security for business from law enforcement officers. Honesty in relationships: we are interested in shadowing. We need an incentive for shadowing.
Safety
Modernization of shelter standards. There should be metal detectors at the entrance to all schools and other government buildings. Strengthening the state border.
Human capital
There should be a National Barrier-Free Standard. The time of the Moscow church is up. We need an institution of multiple citizenship. A restart of the diplomatic service is required. Replacements will be made by the end of the year. The Ministry of Unification of Ukraine will be created.
Culture
They are initiating a “cultural Rammstein”. Promoting the creation of a department of Ukrainian studies at foreign universities
Heroes
Attracting veterans to public service. Creation of rehabilitation departments in every society in 2025. Additional payment for family doctors for a contract with a veteran. Introduction of 11 thousand specialists to support veterans next year. Creation of at least 80 veteran spaces.
